For the food industry, it is essential to have coherent federal leadership on dietary and environmental issues together

For the food industry -- and also for meeting important public interest goals -- it would be beneficial for the U.S. federal government to consider environmental sustainability along with nutrition science in the Dietary Guidelines for Americans (DGA).

In 2013, the Food Forum of the National Academies organized a workshop on sustainable dietary guidelines (covered previously). At the time, we had little hope the topic would be included in the actual guidelines. Then, in 2015, hopes were raised when the Dietary Guidelines Advisory Committee (DGAC) included scientific literature on sustainability in its report, which serves as an important input to the U.S. Department of Agriculture (USDA) and the Department of Health and Human Services (DHHS), which then jointly produce the official dietary guidelines once every five years. That year, former Deputy Secretary of Agriculture Kathleen Merrigan, several other colleagues, and I argued in an opinion column for Science that the federal agencies should use this material on sustainability in the official report. However, the agencies excluded all mention of sustainability in the end. Since then, the National Academies has continued to organize fascinating workshops on this topic (see video presentations and proceedings), but we have little indication of progress in the federal guidelines.

The Menus of Change initiative, a collaboration between the Harvard TH Chan School of Public Health and the Culinary Institute of America encourages the restaurant industry in particular to explore new ways of providing healthy and sustainable food in a profitable way. I have served on the Scientific and Technical Advisory Committee for several years. The experience clearly shows that major food industry sectors see the need to address complex consumer expectations for environmental and nutrition issues together. From a practical standpoint, it would be impossible for business executives to separate the issues.

For the new 2020-2025 Dietary Guidelines for Americans, an advisory committee report is expected later this spring, and then the official report will come out a few months later. This week, the Union of Concerned Scientists (UCS) released a policy brief (.pdf) encouraging the federal government once again to favorably consider including sustainability in the official report.
A growing body of research shows that shifting what we eat could improve the health of the population and the planet. However, the US government has declined to incorporate this evidence into federal food policies. As government agencies develop the 2020-2025 Dietary Guidelines for Americans, a review of recent studies on dietary patterns and sustainability by the Union of Concerned Scientists and colleagues shows that current US dietary advice may not support the long-term environmental sustainability of the food system. This policy brief outlines key actions and recommendations for federal agencies and policymakers to help protect public health and food security for generations to come.
The policy brief draws on a literature review published this week [updated March 16] in Advances in Nutrition, by UCS researchers and several Friedman School community members, including Rebecca Boehm (alum), Nicole Tichenor Blackstone (faculty), and Naglaa El-Abbadi and Salima Taylor (students).

I hope the government does include sustainability. Just as the dietary guidelines help consumers and government agencies understand the connections between diet and health, by providing a steady and sober summary of the balance of evidence in a complex literature, it would be valuable to do likewise for environmental sustainability. This is not a mere digression into a side topic. In the 2020-2030 decade, the climate emergency will be central to almost all policy debate on major social and economic decisions, including decisions about the food system. If political pressure from selected agricultural industries causes these issues to be excluded from the dietary guidelines, federal food and nutrition policy will be hampered for years to come.

Mystery and discovery in the economics of fishing on the high seas

Fishing on the high seas may frequently be economically unsustainable, according to an analysis last year by Enric Sala and colleagues in Science Advances.

This comparatively unregulated fishing industry beyond national exclusive economic zones presents grave environmental concerns, so the motivation for continued fishing under unprofitable conditions is somewhat of a mystery. Sala and colleagues mostly argue that the industry is propped up by government subsidies, but they also discuss two other factors. One is substandard wages and working conditions, even sometimes modern slavery. Another is the possibility that some countries cheat on their harvest reporting and are really more profitable than they appear. The study's data source already corrects for standard estimates of catch underreporting, so this last possibility might require especially brazen underreporting on a scale that has not yet been recognized.

The 2018 study is part of a blossoming research literature that takes advantage of modern tracking data to estimate the "fishing effort" of thousands of individual vessels. To get a sense of this remarkable type of data, see the online mapping capability at Global Fishing Watch. It lets you track individual vessels as they criss-cross the ocean in both the national exclusive economic zones and the high seas.

I came across this study after watching a video from Greenpeace featuring one of the authors, Daniel Pauly, a professor of fisheries at the University of British Columbia. He explains that the decline of fisheries has been going on so long that even adults in fishing communities may not fully understand the long-term baseline bounty that could be possible without overfishing. The environmental sustainability of human consumption of smaller fish is less fraught, but, in the video, Pauly argues that "we are chasing the last of the big fish."

There is no reason why food policy debate should continue to mirror the current dysfunctional state of our national political debate. We can do better.

Storm Lake Times wins Pulitzer for courageous reporting about agriculture and political power

The Storm Lake Times, a tiny newspaper in rural Iowa, became the topic of headlines around the world this week after it won a Pulitzer Prize for its reporting on the local political power of agricultural interests.

In this piece by Art Cullen, for example, the paper explored how the Farm Bureau funded the county-level legal defense against accusations that excessive fertilizer use had polluted local water supplies. The Farm Bureau's "generosity" came with a catch.
Buena Vista County officially is a Farm Bureau county. The Farm Bureau and Iowa Corn Growers have pledged to cover the legal bills of Buena Vista, Calhoun and Sac counties as they defend themselves against a lawsuit filed by the Des Moines Water Works over pollution of the Raccoon River. The supervisors are expected to happily agree. The BV supervisors looked like the cat that just swallowed the canary upon announcing the deal.
They are happy that Farm Bureau is setting the terms of the legal defense and not the elected officials of our county. We have given up our franchise.
The supervisors believe they have no choice but to allow Farm Bureau to pay the bills and thus call the shots. They already called one shot: In the Farm Bureau engagement letter proposed to the counties, it states that the counties shall not claim that farmers are liable for pollution claims in the lawsuit in order to hold drainage districts or the county itself harmless.
Let us pause for a moment of appreciation for everybody whose work requires them, on occasion, to speak a hard truth.

July 2016 update on the #flyingless initiative

The ‪#‎flyingless‬ campaign has been enjoying a flurry of activity since the last update.

1. See Joe Nevins' new interview, posted today on the flyingless.org website, with legal innovator Professor Mary Christina Wood. She contributed to the idea that nature is a "public trust," with dramatic potential implications for addressing climate change. She also is a #flyingless supporter: "Universities will have to re-think their flying practices in a very serious way."

2. Several people connected with our campaign were involved with the remarkable nearly carbon-free conference on Climate Change and the Humanities. Ken Hiltner was the lead organizer and inspiration. Presenters included Peter Singer, Joe Nevins, Peter Kalmus, and myself. On the final day, in addition to the main event in California, we had a fine group of about 12 participants on the Tufts University campus linked by videoconference. Ken Hiltner has created a White Paper / Practical Guide with lessons about how to organize such a conference, and there already is a future conference planned "The World in 2050: Creating/Imagining Just Climate Futures."

A most innovative conference on Climate Change: Views from the Humanities

Today is the opening of a remarkable and nearly carbon-free conference organized by Ken Hiltner and colleagues at the University of California, Santa Barbara. The title is Climate Change: Views from the Humanities.

From today until May 31, all of the talks will be available at the conference website. Then, there will be closing events by videoconference on May 31. You may sign up for free to participate in the online question and answer threads.

The keynote talks include noted ethicist Peter Singer, literature professor E. Ann Kaplan, bestselling science fiction novelist Kim Stanley Robinson, and English professor Ashley Dawson. Singer's thesis is fierce: "What the rich nations are doing is indefensible."

The breakout session titled "Flying and Focusing on the Everyday" includes climate scientist Peter Kalmus, geographer Joe Nevins, and myself. Peter's talk is a heartfelt, sincere reflection on the personal aspects of being a climate scientist in our surreal times, drawing heavily on a small convenience sample of his colleagues. Joe's offbeat and irreverent talk considers whether non-flying conferences such as this one are "self-referential self-righteous ascetic bullshit," and his rebuttal to this accusation is 100% convincing. I'll embed my own talk below.

Joe and I come from different disciplines, but have become friends in the past year while founding an international campaign to encourage constructive progress by universities and professional associations to change our culture of flying. Jayson Lusk's new book: Unnaturally Delicious


Noted agricultural economist Jayson Lusk's new book is Unnaturally Delicious (St. Martin's Press, 2016), a love letter to food and agricultural technology.

I can see the potential appeal of the object of Lusk's praise in his many examples of new technologies that help solve serious food system dilemmas -- for example, faster microbial detection to allow food manufacturers to respond to hazards, electronic sensors for precise crop nitrogen requirements to allow farmers to avoid over-application of fertilizer, and so forth.

In other cases, it feels like Lusk is singing the beauty of an airbrushed model on a magazine cover, when a more natural look would have sufficed. I do not see the point of personalized food from a 3-D printer ("the new killer app"), robots that can cook Mexican food (so we might not "even need a home kitchen in the future"), or meat grown directly from stem cells for boutique novelties ("If stem cells from cows can grow a hamburger, why not take stem cells from a rhino and create rhinoburger? Or mix a few stem cells from a giraffe or rabbit to create a truly unique delicacy?"). What appeal can the multi-colored confection on the book's cover possibly have, in a world that actually contains sweet natural pink grapefruit?

Much more than his previous book, Food Police, Lusk's new book pays attention to important environmental concerns. Still, in every case, the costs of environmental problems are portrayed as fully internalized. Sure, Lusk says, waste from manufacturing plants could be a problem in principle, but he gives us an image of 19th century processed meat baron Gustavus Swift inspecting the drainage pipe from his factory to prevent byproducts from pouring into the river, highly motivated to protect the value of any bits of economically valuable fat that might thereby be wasted. Sure, Lusk says, there is in principle the environmental problem of hypoxic zones in the Gulf of Mexico, "and some experts believe that agricultural runoff is largely to blame," but farmers are highly motivated to prevent over-application of fertilizer because of the internalized cost.

This gives us a fantasy world in which new technology spares us from the need for regulation or any type of shared response to environmental problems. As I read, I wondered if it would be too unkind to say that Lusk treats new technology and environmental sustainability as equivalent by definition. But, in the last words of Chapter 8, Lusk spared me the dilemma, by making the book's thesis explicit: "As I see it, sustainability and using agricultural technology are one and the same."

I love agricultural technology, and often argue that productivity gains and increased efficiency are not some capitalist scam, but are profoundly environmental virtues. But I would never say that sustainability and agricultural technology are one and the same. For my profession, food and agricultural economics, it is better to jointly address the environmental good and bad from new technology, and to jointly consider (a) market economics, (b) other new technologies, and (c) public policy as the remedies for environmental challenges.

Not yet resurrecting Malthus

In Health Affairs this week, I review The End of Plenty: The Race to Feed a Crowded World (W. W. Norton, 2015), by agronomist and journalist Joel K. Bourne Jr.

In an amusing passage, Bourne visits Bath Abbey in England and looks for the grave of 19th Century economist and minister Thomas Robert Malthus, who was famously pessimistic that food supplies would suffice to feed an overpopulated world.
Indeed, Malthus has been a central figure in this book as Bourne travels the globe, witnessing bread riots in Egypt, interviewing a pesticide-poisoned woman suffering from breast cancer in the Punjab, asking about the environmental sustainability of an industrial-scale pork facility in China, inspecting depleted irrigation systems in the American Southwest, and drinking vodka with farm employees in Ukraine as they reflect on the collapse of the agricultural infrastructure there. Bourne paraphrases the account by the Cornell University economist Chris Barrett of the long-term imbalance between global production and consumption this way: “In other words, the world is running out of food.”

Yet such pessimism is balanced in The End of Plenty by thoughtful attention to promising technological advances and social changes.
Bourne never did find Malthus' grave, which he later heard had been hidden under a pew. After reading this book, one may be concerned about the world food prospect, but perhaps not yet ready to resurrect Malthus.

Calling on universities and professional associations to greatly reduce flying


For several years now, some academic friends and I have been reflecting on frequent flying in university communities during a time of climate change. This is not about any particular colleague's personal flying behavior, but instead about collective action to improve the climate profile of our academic communities.

We finally have gotten organized for action and are releasing a new petition campaign to encourage universities and professional associations to greatly reduce flying.

We realize that we cannot ask academics to change their own behavior in isolation, because so much depends on the professional world we live in, including expectations to attend meetings and conferences. So, we deliberately address the petition to universities and professional associations at the same time.

A key dynamic in U.S. food policy is the deep suspicion and skepticism that many Americans working in agriculture and the food industry have toward university-based scientific experts who discuss environmental issues. In part, academics can address these issues just by stating the science clearly. Yet, we may enhance our moral authority to speak hard scientific truths about sustainable food production if we also apply the same fearless scrutiny to our own industry of higher education. That, in turn, requires us to speak frankly about flying.

Ethanol mandate fails to help the environment

A report (.pdf) this week from the University of Tennessee Institute of Agriculture argues that over-reliance on corn-based ethanol in the Renewable Fuels Standard (RFS) has caused environmental problems.

The authors, Daniel G. De La Torre Ugarte and Burton C. English, found that the RFS not only fell short of goals for current-generation biofuels technology, it may also have failed to serve as a stepping stone to environmentally superior approaches. Dr. De La Torre Ugarte said:
“Our analysis shows that the RFS has created more problems than solutions, particularly with regard to hampering advancements in biofuels. Corn ethanol was presented as a ‘bridge’ to advanced biofuels and a means of reducing GHG emissions. However, the reality is clear that this policy has been a bridge to nowhere.”
Corn-based ethanol increases global food prices by diverting an important food source to fuel. USDA data show that ethanol for fuel now uses more than 40% of all U.S. corn production.


The RFS is the topic of a new video advertisement by opponents who encourage faster progress toward more advanced biofuels technologies.

USDA and DHHS decide not to include sustainability in the 2015 Dietary Guidelines for Americans

Agriculture Secretary Tom Vilsack and Health and Human Services Secretary Sylvia Mathews Burwell issued a joint statement this afternoon, which appears to say that sustainability issues will not be considered in the 2015 Dietary Guidelines for Americans (DGA).
In terms of the 2015 Dietary Guidelines for Americans (DGAs), we will remain within the scope of our mandate in the 1990 National Nutrition Monitoring and Related Research Act (NNMRRA), which is to provide “nutritional and dietary information and guidelines”… “based on the preponderance of the scientific and medical knowledge.” The final 2015 Guidelines are still being drafted, but because this is a matter of scope, we do not believe that the 2015 DGAs are the appropriate vehicle for this important policy conversation about sustainability.
The announcement follows months of public debate after the Dietary Guidelines Advisory Committee this year included some discussion of environmental sustainability in its report, which provides the scientific basis for the guidelines that will be released later this year by USDA and DHHS.

As noted on Thursday, several colleagues and I recently had published a commentary in the journal Science, arguing that sustainability issues are just as much relevant to dietary guidance as physical activity or food security, both of which are widely accepted as in scope.

Even in today's announcement, the citation from the 1990 legislative authority broadly defines the scope as "nutritional and dietary information" (not merely nutritional information alone) based on "the proponderance of scientific and medical knowledge" (not merely medical knowledge alone). The decision makes sense primarily as a response to intense political pressure. As a result of today's decision, USDA and DHHS will enjoy some shelter from criticism in Congress this month.

The scientific community and the public will continue to discuss food choices and the environment together in the same breath. It is unavoidable to do so. The main impact of today's announcement is to make the 2015 DGA less relevant, uselessly silent on some of the most important food guidance questions of our time. The public will turn elsewhere for authoritative information on sustainability and diet.

Science commentary: It makes sense to include sustainability in dietary guidelines

In a commentary today for the journal Science, several colleagues and I explain why we think it is fine to include considerations of environmental sustainability within the scope of the U.S. Dietary Guidelines for Americans (DGA).
The challenge is how to produce the most healthful foods in a way that sustains employment in the agricultural sector and minimizes adverse impacts on the environment. All major constituencies concerned with food security and health must wrestle with sustainability and dietary choices together. It is right and proper for the DGA process to lead the way.
The commentary, which may be gated (sigh), grew out of a fall 2014 workshop initiated by the first author, Kathleen Merrigan, who was until 2013 the Deputy Secretary of Agriculture, and who now leads the sustainability program at George Washington University. Other authors include Tim Griffin, myself, Kim Robien, Jeanne Goldberg, and William Dietz. This issue also had been the focus of an earlier workshop, to which I contributed, for the Food Forum of the Institute of Medicine in 2013.

In an era of global climate change, the issue of sustainability is so important to the food system as a whole that policy-makers and the general public will inevitably find themselves considering environmental issues as part of almost any discussion of food choices. See for example the recent article in Nature by David Tilman and Michael Clark.

There is no way for the U.S. government to avoid having people talk about sustainability and dietary guidance jointly. That matter is already settled. The only question on the table is whether we will all need to struggle to compile multiple authoritative sources on these issues or instead whether -- as seems more sensible -- both issues will be addressed together in the same coherent federal guidance document.

Other countries include sustainability issues in their dietary guidance. For example, dietary guidelines in Brazil and the Netherlands take a comprehensive approach.

The U.S. Dietary Guidelines Advisory Committee (DGAC), whose report provides the scientific basis for the upcoming release of the 2015 Dietary Guidelines for Americans, already discusses sustainability in a sober and moderate way. It seems wise for the actual Dietary Guidelines to do likewise.

Unfortunately, some in Congress have taken steps to instruct federal agencies to limit the scope of the guidelines to "diet and nutrient intake" only. It would be absurd to limit guidelines to just those two topics. Along with preventing discussion of sustainability, the proposed language from Congress would prevent the guidelines from discussing physical activity. Yet, we all recognize that food and physical activity should be discussed together.

It is already within the mandate of the Dietary Guidelines to consider food security -- access by all people at all times to enough food. Far from being a loose cannon, the Dietary Guidelines Advisory Committee recognized environmental sustainability as sufficiently important to food security to deserve at least a brief and restrained mention. It would be silly to reverse that persuasive and sensible approach.

A boring post with quiet opinions about GMOs

Here is a forlorn too-boring-to-notice list of quiet positions on recent Genetically Modified Organism (GMO) controversies.

1. I never say "GMOs are safe."

Not all GMO traits are safe. The most widely-used GMO trait in American agriculture is the "Roundup Ready" or "glyphosate-resistance" trait, which allows farmers to apply the pesticide glyphosate to corn and soybeans. This pesticide is generally thought to be safer than many others. Yet, GMO technology has encouraged such rapid increases in its use that there are strong concerns about environmental consequences (pesticide resistance) and less settled but still relevant concerns about health consequences (cancer risk).

Indeed, any revolution in food and agriculture technology has good and bad consequences. The central Green Revolution technologies for corn, rice, and wheat were developed with conventional non-GMO science. They saved the world from famine. Yet, just like the new GMO "glyphosate-resistance" trait, the non-GMO Green Revolution technologies encouraged increased use of artificial fertilizers and pesticides, which have environmental and health consequences. If it were up to me, I would support the Green Revolution again, but let's be honest: no revolution in food and agriculture ever is "safe."

2. I never say "GMOs are dangerous."

The fact that a technology is GMO does not make it dangerous. For example, a second major GMO trait is the "Bt" trait, which allows crops to produce the Bt toxin. Bt is widely thought to be harmless for vertebrates, and so natural that it is permitted in "organic" production. You may choose to worry or not worry about Bt. If you do worry, you should avoid both GMO food and organic food.

Other GMO traits have nothing to do with pesticides at all. If a new technology confers drought resistance or increased content of a precursor to vitamin A, my judgment of safety is pretty much indifferent to whether the technology is GMO or non-GMO.

3. I do not support mandatory GMO labels.

The "Just Label It" campaign and other anti-GMO organizations seldom emphasize the mandatory character of their labeling proposals. A mandatory labeling proposal is not just about meeting the needs of curious consumers. It also is about using the government's own authority to stand behind the value of distinguishing between GMO and non-GMO foods.

In the earlier examples, a mandatory GMO label was useless for helping consumers avoid the environmental and health consequences of pesticide overuse, because some GMO technologies (such as drought resistance) have little to do with pesticides and some non-GMO technologies (such as Green Revolution varieties) very much encourage increased pesticide use. Similarly, the GMO label cannot help consumers identify the products of the industrialized food system, because non-GMO foods are almost as likely as GMO foods to come from modern industrial-scale agricultural production.

Many consumers are confused on this point, believing that the non-GMO label distinctly identifies better safety, environmental, and economic qualities. You may think me undemocratic for saying that government policy should not enforce a mandatory GMO label merely because it is popular with a slight majority of citizens in our divided nation. It would be a more profound practice of representative democracy to directly strengthen food policies that provide safe and environmentally sustainable food. The mandatory GMO label will just undermine this endeavor, provoking an inevitable backlash three years down the road as people catch on to how useless it is for achieving their real goals.

4. I do not support stripping states of labeling authority.

Congress should not pass a law, which critics have called the "DARK" act, to strip states of the authority to pass a mandatory GMO label. The proposed law really is undemocratic, and its sponsors corroborate every wild claim ever made by GMO critics. For example, the DARK act's supporters repeat endlessly the claim that GMOs are safe (see #1 above). The "Just Label It" campaign wishes to frame the debate not as a question of government enforcement of a dubious distinction, but instead as a question of our "right to know what is in our food." There is no better way to justify that framing than to try to take away state rights to inform people about what is in their food.

The current state of argument over GMOs in the United States is like a hurricane, blowing first one way and then the other, yielding nothing but destruction. I recognize that the only way to be heard above the storm would be to shout and scream. Yet, here I sit in the storm shelter, reading a day-old newspaper and quietly muttering to myself, "Really, I do think we should be able to talk more sensibly about GMOs."

What crops to grow in California?

In drought-ridden California, 80% of managed water supplies are used for agriculture.

You might think that California must consider severe cuts in agricultural production to conserve water. That would be painful, because agriculture is important to California. Just for starters, think of all the farmers and farm-workers whose livelihoods depend on agriculture.

Fortunately, it would be possible for California to reduce water use by a lot while reducing total agriculture production by just a little.

A new brief (.pdf) from Heather Cooley at the Pacific Institute has two highly relevant figures.

Figure 2 shows that alfalfa is responsible for the most total water use (5.2 million acre-feet). Rice (ranked fourth) and corn (ranked sixth) are also major drinkers of total water.

Figure 5 shows that these same three crops -- alfalfa, rice, and corn -- offer the lowest agricultural value per unit of water consumed ($ per acre-foot).

Though Cooley's accompanying narrative makes the point exceedingly gently, this report has an important implication. If California agriculture reduced water use in alfalfa, rice, and corn by a large volume (in millions of acre-feet statewide), the value of agricultural production in California would fall by a comparatively small amount (in millions of dollars statewide). Alfalfa and corn are important animal feeds in California, so this change would require dairies and meat producers to bring in feed from other states, or reduce their own production. Yet, that could make more sense than growing water-intensive animal feeds in a dry state.

How could California reduce the assignment of water to alfalfa, rice, and corn? Having some type of government board make the change would be highly controversial. It makes more sense for the state to remove policies that allow these crop producers to claim water at far below its proper economic cost. These three crops would not disappear from California (certainly not!), but this sensible policy change would reduce production in these three crops to a degree.

If there were unlimited water, we would not need to make difficult choices. But there is not enough water, and hard choices are required. For California, reducing total water for alfalfa, rice, and corn seems like one of the least painful approaches.

Even the beef checkoff program links environmental sustainability and dietary guidance

Should the Dietary Guidelines for Americans address environmental sustainability issues?

The Dietary Guidelines Advisory Committee (DGAC) report earlier this year included these issues in its executive summary, giving them far higher profile than they ever previously have had in the nation's most august dietary guidance process. The federal government uses this DGAC report as one input into the official guidelines, which will be released later this year.

Here is the sober and sensible passage of the DGAC report that generates all the fuss:
The major findings regarding sustainable diets were that a diet higher in plant-based foods, such as vegetables, fruits, whole grains, legumes, nuts, and seeds, and lower in calories and animal based foods is more health promoting and is associated with less environmental impact than is the current U.S. diet. This pattern of eating can be achieved through a variety of dietary patterns, including the Healthy U.S.-style Pattern, the Healthy Mediterranean-style Pattern, and the Healthy Vegetarian Pattern. All of these dietary patterns are aligned with lower environmental impacts and provide options that can be adopted by the U.S. population. Current evidence shows that the average U.S. diet has a larger environmental impact in terms of increased greenhouse gas emissions, land use, water use, and energy use, compared to the above dietary patterns. This is because the current U.S. population intake of animal-based foods is higher and plant-based foods are lower, than proposed in these three dietary patterns. Of note is that no food groups need to be eliminated completely to improve sustainability outcomes over the current status.
As Dan Charles reported for NPR in December, many in Congress are furious. More recently, Mike Hamm from Michigan State, who served as a consultant to the DGAC, summarized much of the controversy after the report's release.

One of the great things about the U.S. process of developing dietary guidelines is that the public comments are transparent. The DGAC report is generating thousands of comments from supporters and opponents alike.

For example, here is an excerpt from comment #1234, enraged about the inclusion of sustainability issues:
Are you crazy? This is supposed to be a free America - now you want to tell us what to eat, how to eat, how much tv to watch (what about the case of my husband who is disabled - television gives him something to do, yet you want to limit that??

I believe this goes too, too far, especially where you want us to limit meat due to climate sustainability. Climate change, global warming - whatever you have been told to call it so that low-info Americans believe whatever garbage you feed them - is made up. We all know it. Even the UN admitted it is for economic reasons to get rid of a capitalistic society and become socialist which has been proven time and time again to NOT work.
But, is it really so crazy to link sustainability and dietary guidance?

Here is part of comment #3359 from Kim Stackhouse with the federal government's beef checkoff program (the semi-public producer board that promotes increased beef consumption):
Ensuring a sustainable food supply is undoubtedly one of the greatest societal challenges we face. By 2050, we will need to produce 70 percent more food than we do today in order to feed the growing population.

Ensuring a sustainable food supply requires balancing efficient agricultural production with environmental, social and economic impacts. Only by looking holistically at food production practices can our food systems meet demand and minimize unintended consequences. The beef industry recognizes the important role it plays to produce food in a more sustainable manner and has committed to a journey toward more sustainable beef.
Setting aside the selective summary of the actual environmental evidence, these public comments are striking. Even the beef checkoff program acknowledges the value of "looking holistically at food production practices."

There is no doubt that Americans will be discussing environmental sustainability and dietary guidance together -- jointly -- for decades to come. In writing the Dietary Guidelines for Americans, the federal health and agriculture departments may help clarify the evidence, or they may ignore the issue that everybody is thinking about. If they stick their heads in the sand, the public will just turn elsewhere for dietary guidance information that rightly considers the future of the environment.

Cod fishery in crisis

The federal government this week enacted what amounts essentially to a 6-month pause in commercial cod fishing in the Gulf of Maine, according to a report by David Abel in the Boston Globe yesterday. This is a sad day for New England's most famous fishery.

Cod fishing is a classic example of a situation where free markets would be devastating for everybody, including fishermen and their families. Because overfishing in the past has pushed stocks far below maximum sustainable levels, each fishing boat harms the economic interests of the next. Economists believe that liberated markets serve environmental goals wonderfully in many situations, where property rights to natural resources are well defined, but free markets are a disaster when each producer is chasing a common resource.

Nobody thinks the New England cod fishery should be unregulated. Yet, cod fishermen complain about the National Oceanic and Atmospheric Administration (NOAA) regulators who took action this week. Many fishermen believe the scientific estimates are overly pessimistic, leading regulators to be overly cautious.

Here you can inspect the evidence for yourself, in NOAA's report this past August. Using two different models of cod mortality (on the left and right), the figure reproduced here shows the downward trend over time in estimated spawning stocks biomass (top row) and the upward trend in estimated recent fish mortality (bottom row).


Of course, these estimates could be mistaken. Yet, as a non-expert reading them closely, I found them persuasive. If I were a cod fisherman, I would cry, plan, and organize politically, but I would resist the temptation to blame the messenger.

For the other side of the story, here is a link to the Northeast Seafood Coalition, but I haven't yet found a real scientific rebuttal to the NOAA estimates.

In the tragic political division in this country, so apparent in the recent election, the conservative party is (rightly!) devoted to the great prosperity economic markets can achieve, yet sadly unable to comprehend that vigorous and effective government sometimes is needed to let markets work well.

New composting rules in Massachusetts

Beginning next week, on October 1, about 1,700 Massachusetts businesses that produce substantial food waste must sort and divert that waste to composting or another destination other than landfill. The new program is one of the most ambitious in the country.

As the Boston Globe explains today:
As of Oct. 1, Massachusetts has banned any establishment that creates a ton or more of food waste per week from sending as much as a carrot peel to the state’s rapidly dwindling available landfills. Despite a recycling rate topping 40 percent, Massachusetts businesses and households still toss about 6.5 million tons of garbage every year — enough to fill up Fenway Park 74 times. Most of it is piled into a couple dozen landfills where it slowly decomposes, the organic stuff from kitchens and yards spewing the greenhouse gas methane into the atmosphere, or hauled to a handful of waste-to-energy incinerators where it is burned to create electricity.

So-called compostable organics make up more than 25 percent of the state’s commercial and household waste, and the goal of the new regulation is to divert much of that away from landfills. Where will it go? To composting facilities and energy plants that run on biogas (made primarily of methane) — places where it can actually be put to use.
Clare Leschin-Hoar covered the Massachusetts news for the Guardian this week. Elsewhere in the country, Seattle is pursuing a similar policy just this week -- but without limiting it just to large waste producers as the Massachusetts policy does. For further background, the Natural Resources Defense Council (NRDC) has a longer 2012 report with estimates on the scale of food waste going to landfills.

Most of these links were brought to my attention this week by Jennifer Otten, a faculty member in health services at the University of Washington. Professor Otten's food policy class uses my textbook, Food Policy in the United States: An Introduction. She reports that food waste issues make a great concrete local issue for use in food policy teaching: "Students get really into this topic, because it’s something they can do something about."

On the way to the People's Climate March: Action and persuasion to address global climate change

In an astonishing turn of events this week, prosecutors dropped criminal charges against two climate change activists who in 2013 used their boat -- the Henry David T. -- to block a large coal shipment to New England.

Instead of proceeding to trial on September 8, Bristol District Attorney C. Samuel Sutter announced that he agreed with the activists that addressing climate change is a critical public concern. Taking the microphones afterwards, the prosecutor said he now planned to attend the People's Climate March in New York City next week, September 21.

What persuaded Mr. Sutter? What makes a person in authority decide to support strong action to address an environmental challenge?

I met one of the activists, Jay O'Hara, last year at a local meeting of church environmentalists. O'Hara is a Quaker, who speaks with calm conviction and common sense about the logic of his direct action. As you can hear in this morning's terrific Living On Earth interview, he is polite and respectful to people in authority, including police, even while quietly explaining the seemingly illegal action he has just taken. If it were not for the prosecutor's change of heart, the activists would have mounted a "necessity defense," saying their action was needed to prevent a greater public harm (as when somebody jaywalks in order to help an injured person out of a roadway).

Reflecting on this week's events, which still amaze me days later, I see two key ingredients: (a) direct action, not just talk, without waiting for permission and (b) speaking calmly and reasonably, always believing that your opponents are capable of thinking clearly and being persuaded.

For years, my family has been focusing on personal lifestyle changes to reduce our environmental impact. One of our key goals is to practice ways of living richly, while using fewer resources.

Inspired by the news this week, my wife and I (and perhaps one or both kids) are now arranging our complex schedules for next weekend so that we, too, may be able to attend the People's Climate March in New York City, September 21.

AGree agricultural policy initiative releases five point-of-view papers on conservation policy

The AGree agricultural policy initiative today released five point-of-view papers related to productivity, profitability, and environmental outcomes.

The papers represent the diverse views of the authors, but one general theme is to encourage decentralized decision-making through which farmers and ranchers can address key environmental constraints, such as stewarding limited water quantity and protecting water quality.

For example, Kristin Weeks Duncanson, Jim Moseley, and Fred Yoder (.pdf) propose using local boards "to cooperatively establish and advance long-term productivity and conservation goals for their watersheds through engagement and support of producers and landowners and guided by sound science."

At their best, decentralized responses to environmental problems can have major advantages. Elinor Ostrom won a Nobel prize in economics for analyzing the ways that community-based decisions can in some cases address problems of the commons. At their weakest, decentralized responses may be insufficiently bold and comprehensive.

In AGree's press release this morning, Gary Hirshberg, an AGree Co-Chair and Chairman of Stonyfield Farm, describes the papers as a product of long discussion and a foundation perhaps for greater accomplishments in the future: “These papers reflect the intense deliberation that has gone into developing consensus recommendations and strategies,” he said. “To keep up with a changing climate, shrinking water supplies, shifting dietary preferences, and growing populations it is clear that we need system-wide change. AGree has focused on how new partnerships, innovative ways of working together, and targeted policy change can build trust and lay the foundation for a more sustainable future.”

Because the emphasis on decentralized approaches may not be matched yet with broader regulatory or tax-based responses to problems such as pollution, or property rights reforms to address water quantity, environmentalist readers of the five new papers may ask whether AGree fully acknowledges the determined national-level response that leading environmental challenges may require. I will be interested to hear which aspects of these five papers environmentalist readers find most daring, and which ones seem likely just to forestall or delay more vigorous initiatives.

In the paper by Duncanson, Mosely, and Yoder, I didn't yet get a strong sense of whether the local committees' work would add up in the end to quantifiable aggregate improvements, such as reduced total nutrient flow to the Gulf of Mexico, Lake Erie, and the Chesapeake. Perhaps one thing that could be added to their admirable decentralized vision is some mechanism for setting ambitious higher-level targets and getting buy-in from each local and regional board to do its part.

Kellogg announces new climate change commitments

The Kellogg Company today unveiled new commitments to address actions by itself and its suppliers that affect climate change. General Mills on July 28 had announced similar initiatives.

From Kellogg's statement (.pdf) today:
As stated in our Kellogg Global Supplier Code of Conduct, we expect suppliers to support our corporate responsibility commitments by implementing sustainable operating and farming practices, and agricultural production systems. Suppliers must strive to reduce or optimize agricultural inputs; reduce greenhouse gas emissions, energy and water use; and minimize water pollution and waste, including food waste and landfill usage.
The anti-hunger organization Oxfam International had been encouraging leading food manufacturers to make such commitments. Oxfam's recent report, Standing on the Sidelines, had argued that food and beverage companies need to do more. Today, Oxfam praised Kellogg's announcement:
“We welcome Kellogg’s efforts to become an industry leader in the fight against climate change and the damage it is causing to people everywhere,” said Monique van Zijl, campaign manager for Oxfam’s Behind the Brands campaign. “Kellogg’s new commitments add momentum to calls on governments and the wider food and agriculture industry to recognize that climate change is real, it’s happening now, and we need to tackle it.”
In the announcement today, Kellogg says it will set targets for greenhouse gas reductions, produce a climate change adaptation strategy, take steps to limit deforestation impacts in its supply chains, and commit to disclosure of key climate change information. Oxfam said Kellogg plans to participate in the Business for Innovative Climate and Energy Policy (BICEP) group and sign the Climate Declaration.
